Smart interventions to optimize consumption to end customers and improve the quality of the distribution service by using high quality consumption data in Giurgiu County

SMIS code 138649

Funding source:  Large Infrastructure Operational Programme 2014-2020

Priority Axis 10: Protect the health of the population in the context of the COVID-19 health crisis, increase energy efficiency, and use renewable energy sources with REACT-EU funding.

Specific objective 10.2: Increase energy efficiency and use renewable energy sources in preparation for a green, digital and resilient economic recovery

Appeal: POIM/970/10/2/Increase energy efficiency and use renewable energy sources in preparation for a green, digital and resilient economic recovery

General objective consists of making investments in the energy infrastructure in the homogeneous area of Giurgiu county (Giurgiu Municipality, Oinacu, Plopşoru, Braniştea and Dăiţa localities), and of implementing an integrated ADMS platform and an Analytics Platform to reduce the average energy consumption per household and to increase the quality of the distribution service.

The total value of RON 55,635,108.15, of which the total eligible value funded through the Large Infrastructure Operational Programme 2014-2020 is RON 43,985,216.29 (100% of the total eligible value approved).

Through this project covering a total of 45 months (01.04.2020 – 31.12.2023), a smart network area will be set up in which the final consumers will benefit from high-quality services at a standardized quality level, which will allow them to predictably change their consumption behaviour, which in turn will reduce individual consumption and increase energy efficiency, by implementing the following components:

  • C1 Component, consisting in an Analytics (Platform) subsystem for the Cloud-native measuring-recovery process;
  • C2 Component, consisting in an ADMS integrated platform (advanced distribution network management). This component also includes a new DMS/EMS module and an integration with the existing SCADA and OMS modules;
  • C3 Component, consisting of the rehabilitation/modernization of the distribution network, at low/medium voltage level, related to the distribution network in the homogeneous area.
